What is EU ECE Certification?
The term "EU ECE certification" carries some degree of bias. In fact, ECE certification refers to the technical quality standards required by the Economic Commission of Europe (ECE) for vehicle and component products. The Economic Commission of Europe (ECE) is not part of the European Union; rather, it is one of the five regional commissions under the United Nations Economic and Social Council, with the primary responsibility of promoting economic cooperation among member states. The adoption of uniform ECE certification standards is just one form of cooperation among member states.
Currently, the Economic Commission of Europe includes countries or regions from Europe, Asia, Africa, Oceania, and North America. Presently, ECE certification is recognized by 47 member countries. Therefore, as long as a component product passes ECE certification, it can be marketed and sold in these 47 member countries.
According to the technical quality standards specified in ECE Regulation by the Economic Commission of Europe, products exported to member countries' markets or components exported for vehicle assembly must undergo testing and production consistency audits by authorized agencies. They must obtain an ECE certificate and affix the E-mark on the product before being allowed to be sold in the markets of member countries. Currently, the issuance of ECE certificates is mainly handled by the transportation authorities of each member country or their subordinate executing agencies.
So, what are the requirements for applying for EU ECE certification? According to the standards, generally only manufacturing companies are eligible to apply. If other types of enterprises wish to apply, they must be able to effectively control the production consistency (COP) of the certified products. The typical documentation required for applying for ECE certification includes: the company's ISO or TS system certificate (if not available, a factory audit is required), the company's trademark, test samples, product models, drawings, etc.
